Each state determines community needs and may set requirements accordingly. There may also be differences in perception of what children need. Some officials may not recognize the importance of quality care.

RATIONALE: Teachers who trust children use play outcomes to evaluate their progress. Children
who can present their knowledge of insects have learned a lot about insects and
how to create a presentation. A test on insects is not needed.
