Who is the person primarily responsible for seeing that a program stays within budget?

The director is in charge and so should be the person who monitors the budget and keeps it under control.

ANSWER: Is this behavior unsafe? Is this behavior damaging property? Is this behavior infringing on someone elses rights? If the answer to any of these questions is yes, it is appropriate to set a rule/redirect the childs behavior.
