Each year investigative authorities are notified of thousands of abuse and neglect cases. Although statistics suggest the incidence of childhood maltreatment is increasing, some authorities do not agree. What factors might help to explain this discrepancy?

Experts agree that there may be a slight increase in the actual incidence of child maltreatment because more families are experiencing added stress due to the recession, unemployment, outstanding financial obligations, military deployments, and homelessness. However, improved public awareness, reporting, investigative efforts, and professional training in the early recognition of abuse and neglect may actually account for the increased number of reported cases. In addition, several new forms of abuse and neglect, including Shaken Baby Syndrome, medical neglect and educational neglect (truancy) are now recognized by the courts and, in turn, contribute to the increasing numbers of children identified as victims of maltreatment.
