Reading instruction should involve both explicit instruction on how to decode and read words accurately as well as instruction on assisting the student to engage, comprehend, and interpret the meaning of the text. If a reader is unable to decode rapidly and efficiently, the reader is unable to allocate metacognitive resources for comprehension.
