One definition of terrorism that combines several key elements was developed at the George C. Marshall Center for European Security Studies by Carsten Bockstette. In part it says:

"Terrorism is defined as political violence in an asymmetrical conflict that is designed to induce terror and psychic fear (sometimes indiscriminate) through the violent victimization… Such acts are meant to send a message from an illicit clandestine organization…"

What is another common and distinctive element of a terrorist act that Blockstette and many others include?
◦ Non-violent nature of organizations that resort to violent acts when absolutely necessary and no other means of negotiation or media attention will suffice
◦ The specific selection of civilians as direct targets
◦ Governmental legitimacy of actions and actors, including individuals and small groups
◦ All of the above are common and distinctive elements to most definitions of terrorism.
