Question 1

The emergency of mother's pensions represented changes in the ideas and institutions that guided social welfare in the early 20th century. There was division in philosophy towards providing relief in that frontline social workers learned that the inadequacy of aid caused irreparable harm to families and other believed that private charity was best and that "poor charity" was worse than none. How did these 2 thought patterns guide relief during this period?
