Attempting to stem the tide of this illegal immigration, the Immigration Reform and Control Act was passed in 1986 . Despite providing amnesty and eligibility for citizenship for many illegal aliens, the flow of immigrants entering the country was unaffected and continued to expand due to growing demands in the labor markets for unskilled workers.
