Better students will point out that while it meant cutting back federal power and balancing the budget, Eisenhower still projected the power of the federal government, and there was no rollback of the New Deal reforms. Good students will point out that the federal government spent money in other ways. Investments in education, resulting from Sputnik, and the construction of the interstate highway system are two obvious examples that most students will identify.

Students should recognize that the Brown decision established the principle that segregated institutions are inherently unequal, even though very few schools were actually integrated. Students should recognize that the Montgomery bus boycott did not end segregation on buses (it took a court order), but that it did mobilize an entire communitya key tactic to be used in subsequent decades. Students should recognize that President Eisenhower's use of troops in Little Rock did not indicate a federal commitment to civil rights. But the tactic of creating a crisis that requires presidential action is something civil rights activists would use over and over again.
