Students should see that the United States wanted democratic governments in Eastern Europe, but this was difficult for America to achieve because the Soviets had established hegemony there through occupation forces already in place. Within this context, the dispute over the future of Germany and Poland captured center stage. Good students will point out that advisers such as George Kennan argued that the Soviet Union was driven ideologically to seek the destruction of capitalist societies and, that the United States, in response, had to use its power to contain Soviet aggression. The outgrowth of these factors produced the Marshall Plan and the Truman Doctrine. Better students will write that the Soviet blockade of Berlin seemed to vindicate American advisers' beliefs about the nature of the Soviet state.
