Answer 1

C

Answer 2

The Progressives had long emphasized the need for efficiency and centralized management, and the war offered the government the opportunity to direct the economy for maximum efficiency. The war also provided an excuse for implementing Prohibition, another Progressive cause, and women's suffrage was viewed as a way to keep women's support for the war. But good students should also point out that the war brought serious curtailments of civil liberties, which were not in keeping with Progressive ideals.
