Answer: Despite growing congressional resistance to Roosevelt's programs, Congress passed several significant acts during 1937-1938, including the Agricultural Adjustment Act, the Wagner-Steagall Housing Act, and the Fair Labor Standards Act. It also established the Home Owners' Loan Corporation and the Federal Housing Administration. None of these actions eliminated the problems they were designed to confront. During this period there was also increased government support for the needy.
