Global positioning system (GPS) technology significantly improves the capabilities of electronic monitoring (EM). Some people have even suggested we can now track the movements of offenders being supervised in the community better than we can those confined to prison. Provide reasons for and against dramatically increasing the use of EM with GPS technology as a means of placing fewer violent offenders in prison and more of them under community supervision.
