Jonas is extremely anxious about speaking in public. This anxiety does not simply apply to giving speeches, but even to speaking in a conversation with another person, ordering a meal from another person, making a doctor's appointment, and so forth. Because of his extreme anxiety, he rarely does these activities, and finds ways around them.
