 Prevention: any reasonable response that addresses ways to improve the caregiver/child relationship, community-wide programs that educate parents on attachment and provides opportunities to develop strong attachments
 Selective measures: any reasonable response that indicates an understanding of risk factors (developmental delays, parental mental illness or drug use, etc.), ways to identify those at-risk, and the provision of research-based interventions
