It was a tax law, requiring physicians and pharmacists to register and pay an annual fee to dispense opioids or cocaine. Motivations for the law included 1) compliance with an international treaty to control opium, 2) emotional appeals raising fears about cocaine use by blacks, and 3) concern about Chinese opium dens.
