A small country consists of four states (State 1, State 2, State 3, and State 4). The total population of the country is 400,000. The standard quotas are q1 = 179.8, q2 = 129.6, q3 = 79.2, and q4 = 11.4 respectively.


The final apportionment to each state under Hamilton's method is
