Which statement best describes being not criminally responsible on account of mental disorder?

It is a diagnosis.
Persons not criminally responsible intended to commit a crime but will not be held responsible for the crime because of mental disorder.
It is not a legal concept.
It is a type of defense used in criminal trials by dependants who admit that they committed the crime but claim they have lacked intent.
