Why has the public typically turned to the national government to address its needs instead of turning to the state governments?
◦ The states lack the authority to do those things that the national government does, such as create a space agency.
◦ Citizens have greater trust in the national government than in state governments.
◦ The national government has more authority and resources to address such problems.
◦ The Constitution specifies that the public must first take public policy proposals to the national government before taking them to the state governments.
