Winston hears a commotion going on in the alley behind his apartment building. He looks out his window and sees three shadowy figures prying at the backdoor to the store across the alley. He has noticed an event needing some kind of assistance is occurring, and he interprets it as an emergency. Winston assumes responsibility for providing some kind of action, and he knows that the appropriate action would be to call the police.
