Building powerful coalitions means developing a base of support through activities such as lobbying for support before major decisions/meetings or conducting elevator meetings. Blaming and attacking others can be accomplished by finding a scapegoat, someone who is made to take the blame for someone else's failure or wrongdoing. Associating with powerful others involves building coalitions with or ingratiating oneself to powerful people. Creating obligations and using reciprocity can involve doing favors for others in the organization, favors that cost them relatively little. Later, they try to maximize their returns on those favors.
