Answer to Question 1

Progress notes contain statements related to the course of the patient's illness, response to treatment, and status at discharge. The purpose of progress notes is to facilitate health care team members' communication and provide a chronological picture and analysis of the patient's clinical course while documenting continuity of care.

Answer to Question 2

Antidumping legislation prevents facilities from transferring patients unable to pay for health care to other institutions and requires that a patient's condition be stable prior to transfer to another facility (unless the patient requests transfer).
