Answer to Question 1

First-level headings should be sized significantly larger than the others. They might be written in all caps or small caps to distinguish them from text. Second-level headings should be significantly smaller than the first-level headings, and third-level headings should be smaller still. Headings can also be distinguished with different fonts or small caps, bold, italics, etc.

Answer to Question 2

a. Analyze the readers and the documents context of use.
b. Use thumbnails to sketch out the design.
c. Design the document.
d. Revise and edit the design.
