If a public works specification cites an item of equipment by its manufacturer's name and catalogue number, is it generally allowable for a different brand or type of equipment to be installed if it is of equal quality and utility?
 
  A. Yes, with approval of the architect/engineer.
   B. No; only the listed product may be provided.
   C. Yes, with approval of the contractor.
   D. Yes, with approval of the Inspector.
   E. Yes, with the approval of the construction manager.
