Answer to Question 1

Baking soda with a liquid that has no acid, as in regular milk or water. Without an acid to react with the baking soda, CO2 is not released to create air cells that increase the volume.

Answer to Question 2

2  t double acting baking powder. It reacts once when mixed and again when placed in the oven.
