Politicians in places like Las Vegas, Orlando, Atlantic City, and Paris have fostered tourism by keeping taxes low, through direct financial assistance via subsidies to local enterprises, and by changing zoning restrictions where necessary, while maintaining a strong police presence to keep crime low. Politicians can also severely hinder tourism development as in New York when Sheldon Silver, the majority leader of the State Assembly, opposed the expansion of the Javits Convention Center and nearby development of sports facilities on the city's West Side that would have helped secure a bid for the 2012 Olympics and attract more visitors later to the city for professional sporting events and conventions. Dictatorships and wide-scale corruption among politicians that harm the economic development of a country, including its tourism infrastructure, are also detrimental to tourism development. In such places, there is an underlying danger in the form of police surveillance and/or rampant crime. Further, hotels as well as communications and transportation facilities are usually run-down and tourist attractions are also poorly maintained. This was the case in the former Soviet Union and today in many sub-Saharan African countries.
