The resource-dependency model suggests that subunits gain power by controlling resources valuable to other subunits. It is power based on asymmetry. The strategic contingencies model says subunits have power because the subunit controls the activities of other subunits by reducing uncertainty, being central to the organization, or performing non-substitutable and indispensable functions.
