What would happen if you tried to recharge the aquifer again after
  subsidence had occurred? Would you be able to fi ll it with as much water
  as was there originally? What will be an ideal response?

From 1940 to 2000, the water table has declined across the basin.

Answer to Question 2

No. As soon as subsidence occurs, the alignment of the grains in the aquifer changes.
Porosity and permeability decrease in the aquifer during compaction, and therefore it
would not be possible to fi ll it with as much water as there was originally.
