What was ironic about the Contagious Diseases Act of 1864?
 
  a. The Contagious Diseases Act was enacted to provide free medical treatments to prostitutes suffering from a sexually transmitted infection; however, most of the prostitutes who volunteered for testing were uninfected and those who were in fact infected avoided the testing.

  d. The Act was enacted to reduce the spread of sexually transmitted infections; however, the method used, implantation of a barrier device into the vaginal cavities of prostitutes, actually increased the spread of infection because of increased vaginal tearing.
