What was ironic about the Contagious Diseases Act of 1864?
 
  a. The Contagious Diseases Act was enacted to provide free medical treatments to prostitutes suffering from a sexually transmitted infection; however, most of the prostitutes who volunteered for testing were uninfected and those who were in fact infected avoided the testing.
