System B offers necessities for the EHR: client confidentiality/privacy, is ACA compliant, communicates with other health care facilities, and has the ability for quick research within the system for quality assurance/continuous quality improvement and research needs. System A is not an appropriate choice because it will not communicate with some of the area hospitals and this goes against the principle of ACA that facilities may communicate with one another. System C is not an appropriate choice because it has a nontraceable login so health care workers could access and perform activities leaving client's privacy vulnerable.
