Answer to Question 1

If one of the parties does not achieve their goals during negotiations they could forego further negotiations and switch to trying to settle the disputes through arbitration or litigation.

Answer to Question 2

Signatures that require verification by a notary republic could also be verified by a digital notary service where the notary republic attaches their digital signature to the document including the date the signature was verified and the time when the verification was certified by the notary republic (Nielsen, Y.; Hassan, T.; and Ciftci, C.; 2007).
