Answer to Question 1

Maisons de justice, or community justice centers, are one of the most well known pretrial diversion programs for juvenile offenders in France.
Set up by the Ministry of Justice and community associations across the country, the centers address minor offenses and other legal problems through alternative justice approaches.
One of these alternative approaches is victim-offender mediation, whereby a trained staff member works with the offender, the victim, and sometimes the victim's family to settle a dispute without the need for formal justice proceedings.
An apology or an order of restitution or compensation is commonly reached as part of victim-offender mediation.
Although there has been no formal evaluation of community justice centers, they are widely credited as helping to relieve some of the backlog in the courts and to settle cases much faster than traditional means.
 Student views will vary.
