The risk assessment is used to assign inmates to high-, medium-, and low-risk case loads. The goal of treatment is to correct an offender's character, habits, attitudes, or behaviors so they are less likely to engage in criminal behavior. Recent data have indicated that treatment can reduce recidivism if the offender completes the program and voluntarily enters the program. Some prisons had difficulty conducting the desired treatment they would like to provide because of overcrowded prisons and cutbacks on programming.
