The basic principles guiding adult education are that (1) adult roles, responsibilities, and previous experiences influence learning; (2) adult learning is constantly occurring; and (3) the role of the adult educator is to facilitate this continuous learning process.

Answer to Question 2

The CHIP was created under Title XXI of the Social Security Act in 1997 to expand the health coverage to uninsured children whose families earn too much income to qualify for Medicaid but too little to afford private coverage.
