A problem has developed with respect to abuse of the 911 police emergency number. Studies suggest that anywhere between 40 percent and 80 percent of 911 calls were not an emergency by nature. By tying up the emergency line, immediate police response might be delayed. To address this issue, many jurisdictions have implemented 311 systems for nonemergency calls. The purpose of this design is to free up the 911 number for emergency calls, in hopes of providing a faster police response time.
