Answer to Question 1

Dating fills the time between puberty and marriage, it is a way to gain social status, it is an opportunity to interact with and learn about the opposite sex, it meets ego needs, and it leads to mate selection.

Answer to Question 2

Some feel more should be done, but others are worried that monetary help may entrap people in poverty. The welfare reform act of 1996 was an attempt to help people regain economic independence.
