How much background information is needed? What statistical data best support the conclusion? Is expert opinion needed? Would examples, anecdotes, or graphics aid comprehension? Will research be necessary or do you have what you need at hand?

It will be difficult to determine whether your message achieved its goals if the purpose was not defined and stated in the beginning. Defining the purpose will help to keep you focused during the writing process so that you will include all relevant material, omit irrelevant material, and organize the text of the document effectively.
