The picketing by Local 164 was not against Star-Lo, the contractor that utilizes Local 164
electricians, which would be primary activity protected under the NLRA. Rather the
picketing in this case by Local 164 was calculated to induce neutral employees to
engage in a work stoppage against PCT, to pressure PCT (and Ernst & Young) to
reassign the work to a Local 164 contractor Star-Lo.
