Answer to Question 1

If the appeal succeeds in Tree Fruits, it induces the neutral retailer to reduce its order for the primary employer's apples because of lack of demand. Neutral employers have little reason to become involved in the labor dispute since the customers will buy other products. In Safeco, if the appeal succeeds, consumers have no realistic option other than to boycott the neutral employers altogether. The neutral retailers will stop buying Safeco title insurance because of pressure designed to inflict injury on its business.

Answer to Question 2

A union's secondary appeal against the central product sold by neutral employers (in this case title insurance) is in violation of the language and purpose of Section 8(b)(4)(ii)(B) since it is reasonably calculated to induce customers not to patronize the neutral employers at all.
