The Court stresses the Section 7 guarantee of the right of employees to act in concert for mutual aid and protection.

Answer to Question 2

Yes. The dissent believes that the limited backpay order will have a deterrent effect regarding labor laws and immigration laws. And it believes that the backpay award makes labor law enforcement credible.
