Lakewood's residential zoning prohibited churches in all residential districts. 3. Whether religious exercise is prohibited or simply controlled

In Lakewood Ohio Congregation of Jehovah's Witnesses v. City of Lakewood, 51 L.W. 2499 (CA 6 1983), the court upheld the zoning ordinance on the basis of congestion, noise, etc. caused by church services.
