Lakewood's residential zoning prohibited churches in all residential districts. In Lakewood Ohio Congregation of Jehovah's Witnesses v. City of Lakewood, 51 L.W. 2499 (CA 6 1983), the court upheld the zoning ordinance on the basis of congestion, noise, etc. caused by church services.
