Isopropyl alcohol (70) is commonly used for cleansing the venipuncture site before phlebotomy. The motion that should be used in cleansing is:

The skin should be prepared by using concentric circles that start at the site of intended needle entry and work outward. None of the other methods suitably cleanse the intended needle entry site.

All sharp objects, which include needles, should be disposed of in a biohazard sharps container. A biohazard bag, as well as waste paper bag liner, is not puncture proof. In addition, a laboratory waste bag is not labeled to contain biohazard material and so puts custodial staff at real risk when handling it.
