At one time providers were paid based on not only the procedure performed, but also on the degree or title of the provider. For example, an M.D. and a D.C. would receive different amounts for the same procedure.
With the passage of OBRA 90-Public Law 101-608 of 1987, major changes for physician payment reform took place. One change was the implementation of a fee schedule for physician payment. This fee schedule is based on relative value units that reflect the resources required to provide a service. The fee schedule is based on national uniform relative values for all physicians without respect to area of specialization.
