In Europe, member countries agreed at the Treaty of Rome to establish the European Economic Community, which eliminated all tariffs, established common external tariffs, and allowed for the free movement of capital and labor within its territory. Moreover, the member countries also set in place regulations and bodies that would ultimately form the basis for a monetary and political union. This may be found in the Common Markets section (4-2d).
