Answer to Question 1

Existing research on the effect of NCLB on achievement does not support NCLB's goals. Some studies report no effect on NAEP math and reading scores, for example, while other studies report very small positive effects. NCLB also appears to have failed to markedly reduce the achievement gap between minority and White students.
