In general, can CBI software consistently be used in place of live, high-quality teachers?

Norm-referenced grading can be used to evaluate advanced levels of learning when a two-phase instructional approach is used. In the first phase, use a criterion-referenced approach to be sure that all students have mastered a basic level of competency (for example, 80 percent correct on an exam). The second phase involves advanced instruction, where each student learns as much advanced content as possible. Because there are no external criteria for evaluation, and students' performances will reflect individual differences in motivation and interest, a norm-referenced approach to grading can be used.
