Answer to Question 1

It is not fair to say that acts of crime and violence have reached epidemic proportions, as some have suggested. In fact, serious violence and crime occurs relatively infrequently in public schools and have declined in recent years.

Answer to Question 2

If a student's behavior results in the teacher's becoming upset or irritated, the teacher owns the problem and must respond by doing something to stop the student's behavior. However, if the student expresses disappointment or anger about a classroom incident, the student owns the problem. Identifying problem ownership allows teachers to resolve difficulties more effectively.
