3. Procedures should be clear to all and followed.
4. This is professional responsibility, but no assistance with fees will limit staff from attending.
5. Staff in academic programs is different. For example, courses go on for some time so scheduling time off is more complex, cost is greater so same formula for paying for conference fees would not apply and the organization may not be able to handle the cost, and some organizations require certain grade attainment to get tuition reimbursement and this would not apply to a conference.
