The categories could also be rank ordered as (1) underweight, (2) normal, and (3) overweight.
Categorical is not a level of measurement.
Interval cannot be used because there are no numerical divisions.
This could not be ratio data because there is no true zero represented in the categories.

Nominal-scale measurement is used when data can be organized into categories.
Interval scales have equal numeric divisions between groupings. The correct answer is nominal scale.
Ordinal scales are used when data can be ranked.
Ratio scales have a true zero.
