  1. Assess the agency, organization, or community for potential hazards or risks.
  2. Develop a resource map.
  3. Identify personnel who will be included in the emergency/disaster response team.
  4. Recognize individuals or populations most vulnerable to an emergency or disaster.

  1. Assessing victims in the shortest period possible.
